【摘要】:ThisInternationalStandarddescribesobjectives,functionalrequirementsandguidelinesforemergencyresponse(ER)measuresoninstallationsusedforthedevelopmentofoffshorehydrocarbonresources.Itisapplicabletofixedoffshorestructuresorfloatingproduction,storageandoff-takesystems.NOTEFormobileoffshoreunits,theERplansdevelopedinconformancewiththerequirementsandrecommendationsoftheInternationalMaritimeOrganization(IMO)aregenerallyadequateforthenormal,independentoperationoftheunitinmostlocations.ThefollowingaspectsofERplanningaregenerallynotaddressedbyIMOandshouldbespeciallyconsidered:—areaevacuation,e.g.precautionaryevacuationinareasoftropicalrevolvingstorms;—combinedoperationswhereinanintegratedcommandandERsystemshouldbedeveloped;—arcticoperations;—uncontrolledflowfromawell.
