【摘要】:ThispracticeaddressesanAMLISPUanditsgeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Ingeneral,PUseastoftheMississippiRiverhavehistoricallycorrespondedtowatersheds;PUswestoftheMississippiRiverhavebeendefinedinanumberofways,includingquadrangles,grazingdistricts,townships,counties,orentireWCU.ThispracticeissignificanttocommunitiesimpactedbyabandonedminesbecauseitprovidesforuniformityofgeospatialdatapertainingtothegeographiclocationanddescriptionofAMLPUslocatedthroughouttheUnitedStates.ThesestandardswillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsinfutureeffortstocreateandutilizegeospatialdatarelativetothereclamationoflandandtheremediationofwatershedslocatedwithintheAMLPUsacrosstheUnitedStates.QualitativeandquantitativeAMLISPUdescriptionsshallbeobtainedfromstateandfederalregulatoryauthorities.UseofthisstandardwillhelpcreateconsistentmapsandincreasetheawarenessoftheAMLPUsthroughouttheUnitedStatesandthestatusofthecurrentreclamationthatoccurswithineachPUovertime.ThisstandardcreateswellorganizedandeasilyaccessibleAMLPUdataandrelationalattributes,anditwillleadtobettercommunicationbetweenRAandfederaloffices,thepublic,industryandenvironmentalgroups.Asusedinthispractice,thegeospatialdatarepresentsanareawherecoalremovaloccurredpriortoSMCRAandtheseunreclaimedminingfeaturescontinuetobepresentwithinadefinedAMLISPU,definedasapolygonfeature.ThispracticecreatesaneasierandmoreefficientwaytoutilizeandshareAMLPUgeospatialdatabetweenRAsandcommunitiesimpactedbyabandonedmines.ThedatasetmaybeservedasalayerinTheNationalMap,anonline,interactivemapservicesponsoredbyaconsortiumofUSfederal,state,andlocalpartnersandhostedbytheU.S.GeologicalSurvey(USGS).TheNationalMapprovidesaconsistentframeworkforhigh-quality,geospatialdataandinformationfrommultiplepartnerstoenhanceAmerica''sabilitytoaccess,integrate,andapplycurrent,accurate,andnationallyconsistentdigitaldataatglobal,national,andlocalscales.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)InformationTechnologyx2013;Part5Governmentalunitandothergeographicareaboundaries.1.1ThispracticecoverstheminimumelementsfortheaccuratedescriptionofgeospatialdatafordefininganAbandonedMineLandInventorySystem(AMLIS)PlanningUnit(PU).1.1.1ThispracticeaddressesmininggeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfederal(orcombinationsthereof)coalminingregulatoryauthority(RA)authorizedunderSMCRAtoreclaimthesurfaceandundergroundeffectsofpastminingoperations.Abandonedmineland(AML),asspecifiedinSMCRASections404(coal),409and411(non-coal)andcrossreferencedinadditionalsectionsoneligiblelands,consistsofthoselandsandwaterswhichwereminedforcoalorotherminerals(orboth),orimpactedbyprocessingoperationspriortoenactmentoftheSMCRAandabandonedorleftinaninadequatestateofreclamationandforwhichthereisnocontinuingreclamationresponsibilityunderstateorotherfederallawsformitigationofadverseimpactstohumanhealthandsafetyorenvironmentalres......
