【摘要】:Qualityassuranceprovidesaplannedandsystematicapproachforestablishingpracticestomeetrequirementsofsafefacilityoperationandproductquality.Intheoperationofauraniumconversionfacilitytherearemanyrequirementsestablishedbyregulatorybodies,codes,customers,andthefacilityitself.Theserequirementsareidentifiedbyfacilitymanagementandacteduponbyvariousfacilitygroups.Implementationofthepracticesdescribedinthisguideareintendedtoassistwithcompliancewiththeserequirements.Intheoperationofauraniumconversionfacilitythereisapotentialforbothchemicalandradiologicalexposuretoemployees,thepublic,andtheenvironment.Thispotentialisreducedbyimplementationofthepracticesdescribedinthisguide.Thedevelopmentofthisguide,aspartofsoundmanagementpractice,providesameansforensuringconsistencybetweenfacilities,anddocumentationandformalizationofexistingpractices.Toestablishaqualityassuranceprogramforauraniumconversionfacility,thepracticesinuseshouldbeevaluatedagainsttherecommendedpracticesofthisguide.Existingpracticesmaythenbemodifiedornewpracticesimplementedtocorrectanyidentifieddeficiencies.Thisapproachhighlightsthefactthatthebasicfoundationofaqualityassuranceprogramisalreadypresent.ANSI/ASMENQA-1isaqualityassurancestandardthatisbeingappliedbroadlyacrossthenuclearindustry.NQA-1wasusedasguidanceinthedevelopmentoftheprogramelementsofthisguide.Theprogramfunctionsdetailedinthisguideshouldbeselectedbasedontheparticularneedsandapplicationsatthefacility.Thoseactivitiesorprogramstobeincludedinauraniumconversionfacilityshouldbedefinedinthatprogram.1.1Thisguideprovidesguidanceandrecommendedpracticesforestablishingacomprehensivequalityassuranceprogramforuraniumconversionfacilities.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatehealthandsafetypracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.2Thebasicelementsofaqualityassuranceprogramappearinthefollowingorder:FUNCTIONSECTIONOrganizationQualityAssuranceProgramDesignControlInstructions,ProceduresDrawingsDocumentControlProcurementIdentificationandTraceabilityProcessesInspectionControlofMeasuringandTestEquipmentHandling,StorageandShippingInspection,TestandOperatingStatusControlofNonconformingItemsCorrectiveActionsQualityAssuranceRecordsAudits
